Construction on Farrell Drive from Topsail Road to Evans Place

Project Overview

Starting in April 2025, construction work will begin on Farrell Drive from Topsail Road to Evans Place to upgrade infrastructure. The project involves replacing key assets along Farrell Drive. This includes the full replacement of asphalt, sidewalks, and underground water, sanitary, and storm systems, along with the addition of a new 350mm water transmission line. The project also includes the installation of a separate water transmission line connecting the Farrell Drive pumphouse to a recently installed main on Farrell Drive.

The goal of this project is to improve road quality, enhance accessibility with new curbs and sidewalks, and upgrade the water, sanitary, and storm system to handle the impacts of climate change, reducing long-term maintenance costs. The new water transmission line is part of a larger upgrade to the city's water system, set to be completed by 2026.

Project Timeline

The project will take place during the 2025 construction season, starting in April 2025 and completed by September 2025. Updates will be provided as construction progresses.

Work Schedule

The contractor is permitted to work within the hours specified in the City’s Noise Bylaw (7:00 am to 11:00 pm). Daily schedules may vary depending on weather conditions.

What Residents can Expect During Construction

Due to the scale of the underground upgrades and the location of work required, there will be traffic detours. Detour plans will be shared with residents and posted once construction begins.

The contractor will coordinate with local homeowners and businesses to ensure access is maintained during construction. There will be some utility disruptions, but they will be kept at a minimum as services to businesses and residents are to be maintained at all times by the contractor.

    Thanks for your question! Currently, Holden Street is not under construction. Previous construction on Farrell Drive took place on the stretch between Evans Place and Holden Street. The upcoming construction project on Farrell Drive will occur between Topsail Road and Evans Place. 

    While Holden Street itself isn’t impacted, residents may experience traffic detours. Detour information will be posted and shared once construction begins.
