Stapleton Road Redevelopment

As part of the City of Mount Pearl's long-term vision, #2 Stapleton Road (former municipal swimming pool site), civic # 173, 175-177A Park Avenue, will be prepared for future housing development to support new housing initiatives in line with our Strategic Plan to attract more young families, immigrants, and newcomers to our growing city.

A public briefing session was hosted in November 2024 with Mount Pearl residents and recognized the value of residential intensification as a means of improving the affordability and choice of housing available to its residents.

Twenty-eight people, 20 of which were area residents, attended the public briefing session. Comments and concerns expressed by attendees included:

  • Support for the proposed amendments with the suggestions of affordable housing
  • Concern about "high-density housing"
  • Concern about possible increased traffic impacts of potential "low-income housing" and "high-rise development"
  • Concern about the fate of the existing municipal softball field and playground should redevelopment occur
  • Concern about possible negative impacts on property values of neighbouring homes

The rezoning package was submitted to the Provincial Department of Municipal and Community Affairs (MACA) in early 2026 for a Section 15 review of the Urban and Rural Planning Act, 2000. MACA released the documents from provincial review on January 23, 2026.

At the February 3, 2026 Regular Meeting, City Council adopted Mount Pearl Municipal Plan 2010 Amendment No. 29, 2024 and Development Regulations 2010 Amendment No. 77, 2024. A Public Hearing to consider objections and representations on these amendments will be held at 7:00 pm on Thursday February 26, 2026 at Mount Pearl City Hall, Council Chambers, Mount Pearl, Newfoundland and Labrador.

Anyone wishing to provide feedback at the Public Hearing shall submit two (2) copies of a signed written statement outlining the objection or representation by noon on Tuesday, February 24, 2026. Written responses will form part of the public record. If you do not wish your name attributed to your statement, please advise the City.

Should no feedback be received by the deadline of February 24, 2026, the Public Hearing will be cancelled and a notice posted to the municipal website.

The adopted Municipal Plan and Development Regulations amendments may be inspected during normal business hours at front reception at Mount Pearl City Hall, 3 Centennial Street, Mount Pearl, Newfoundland and Labrador.
