PLANNING PROCESS

We’re working on a Community Safety and Well-Being Plan and your voice matters.

This plan will help guide how we make Mount Pearl safer and more supportive for everyone who lives, works, and plays here, from trail safety to mental health support to crime prevention.

This is your chance to help shape the future of our community.

The goal of this project is to create a Community Safety and Well-Being Plan that’s rooted in local voices and reflects what matters most to the people of Mount Pearl.

This means:

· Listening to residents about what makes them feel safe—or unsafe—in their neighbourhoods

· Identifying opportunities to prevent crime, support mental health, and foster a stronger sense of belonging

· Building on community strengths while also addressing challenges

· Creating a practical, locally informed plan that helps the City and its partners take clear, effective action

Ultimately, the goal is to co-create a safer, healthier, and more connected community for everyone who lives, works, and plays in Mount Pearl



What’s This All About?

We want Mount Pearl to be a place where everyone feels safe and supported. To get there, we’re creating a plan built on community feedback -  your feedback.

The plan will focus on actions Mount Pearl can take to:

  • Prevent crime and support safer neighborhoods

  • Create safer public spaces, especially trails and parks

  • Work together with police, service providers, and the community to build a safer community

We’ve been gathering feedback through focus groups and interviews with community groups—thank you to everyone who took part. Focus groups are now closed, but you can still share your thoughts with us by emailing mysafecity@mountpearl.ca or leaving a comment on this page.

Please note: This platform is not for reporting incidents or concerns that require immediate action.

  • For emergencies or crimes in progress, call 911.

  • To report criminal or suspicious activity, contact the RNC at 709-729-8000.

  • To speak with Municipal Enforcement or report a city safety concern, call 709-748-1000.


The Process

This plan follows the national framework developed by the Canadian Centre for Safer Communities (CCfSC), which emphasizes:

· Social development

· Risk prevention

· Collaborative planning

· Evidence-based action

Thinkwell’s Engagement Approach

1. Listening Broadly - City-wide online survey open to all residents and businesses.

2. Digging Deeper - Focus groups and one-on-one interviews with targeted groups.

3. Learning from Best Practices — Reviewing safety strategies from other Canadian communities.

4. Drafting & Strategizing – Thinkwell will convene a strategy workshop with the CSWB Committee to review all engagement insights, best-practice learnings, and an initial draft of the plan. Using the Canadian Centre for Safer Communities’ process, we will:

o Map emerging themes against CCfSC’s five pillars (Social Development, Prevention, Risk Intervention, Incident Response, Continuous Improvement)

o Prioritize actions based on feasibility, impact, and community need

o Refine goals, roles and evaluation measures

5. Finalizing the Plan - Incorporate workshop feedback into a polished Community Safety & Well-Being Plan—ready for public release.

How Is The Information Being Used

The goal of collecting this information is to build a Community Safety and Well-Being Plan that reflects the real experiences, needs, and priorities of the people who live and work in Mount Pearl.

We’re using this information to:

· Understand community concerns about crime, safety, and well-being

· Identify groups or areas that need more support

· Highlight what’s working well and what can be built upon

· Identify priorities related to social development, crime prevention, risk intervention, and incident response

· Inform long-term planning so that Mount Pearl can be safer and more supportive for everyone

All survey responses, focus group feedback, and interviews are being collected and reviewed by Thinkwell Research + Strategy. This information is confidential and will not be shared in a way that identifies individuals.

Thinkwell is using the information to draft a Community Safety and Well-Being Plan that reflects what matters most to the people of Mount Pearl.

Once complete, the plan will help:

· The City of Mount Pearl make informed decisions about programs, policies, and services.

· The Community Safety and Well-Being (CSWB) Committee prioritize local actions.

· Community organizations and service providers understand where support is most needed.

· Residents and businesses see how their input is shaping change.

We're in the listening and learning phase right now. Over the next few months, we'll:

    The City offers Safe Seniors Walks every Thursday. It's a great way to stay active, meet others, and enjoy our trails safely. Learn more at mountpearl.ca/safeseniorswalks.

More specifically, the plan aims to identify local priorities and challenges, work collaboratively to address them, and create a framework that guides community crime prevention, safety efforts, and overall quality of life improvements.


  • Share Up security during school lunch hours to protect the peoples’ homes who live around Munden Drive. Most teens are excellent.   • Share One thing I’d like is something for the ducks in Power’s Pond. Even a sign saying, this is their home, respect them, keep your dogs on a leash. Do not let your children harm them. I see teenagers and children running after them all the time, just causing them stress and havoc, also people with dogs just letting their dogs off the leash to run and catch a duck. It’s horrible. Respect for animals is a key of human empathy. I know many lack it, but we can at least try. We’ve also had what seems like three drug houses on our street (which is a really nice, street). Two have since moved away but now, another house, with activity and police showing up at midnight. So our community definitely needs more support in mental health, drugs, etc. Keep the kids busy, sports and learning. The more knowledge one has, if they do get into bad situations, they at least have the tools to know right from wrong. Thanks!
