Municipal safety is about creating a community where everyone feels supported and included.
Our Community Safety and Well-Being (CSWB) Plan is a community-driven roadmap designed to make Mount Pearl safer, healthier, and more connected for everyone who lives, works, and plays here.
It focuses on prevention, collaboration, and early action, addressing safety concerns before they escalate and strengthening long-term well-being through partnerships across the community.
Building a Safer Mount Pearl
Over 500 residents and business owners shared their experiences, priorities, and ideas through surveys, focus groups, and interviews. Their feedback shaped the plan’s priorities and helped identify where the City can have the greatest impact.

Based on community feedback, the plan focuses on six key priority areas:
- Youth Safety, Engagement, and Development
Creating safe spaces, reducing bullying, and engaging youth as partners in solutions. - Safe and Inclusive Public Spaces
Improving T’Railway lighting and maintenance, transportation access, and inclusive design to foster safety and belonging. - Mental Health and Social Supports
Expanding access to timely, culturally responsive supports and improving coordination between services. - Responsive Safety and Enforcement
Supporting fair, visible, and collaborative enforcement that responds effectively and respectfully to community concerns. - Housing, Mobility, and Urban Design
Addressing housing affordability, reliable transportation, and people-centred design to support long-term well-being. - Building Trust and Collaboration
Strengthening partnerships and fostering a sense of inclusion across all neighbourhoods.
This Community Safety and Well-Being Plan follows the Canadian Centre for Safer Communities (CCfSC) model used across Canada to promote collaboration between social services, enforcement, planning, and community organizations.

The plan is built on four interconnected approaches:
- Social Development: strengthening protective factors and community connections
- Prevention: reducing risks before issues escalate
- Risk Intervention: providing targeted, timely support where it’s needed most
- Emergency Response: ensuring effective and respectful response when incidents occur
These approaches address immediate concerns while building long-term resilience.
Many actions identified in the plan are already happening in Mount Pearl, including:
- A Youth Drop-In Centre, Youth Action Team, and Focus on Youth Awards
- The P.E.A.R.L. program and expanded youth supports
- T'Railway lighting upgrades and an accessible playground
- A Traffic Calming Policy
- Safe Seniors Walks with Municipal Enforcement Officers
- Sensory swims and inclusion swims
- Hiring an Accessibility, Diversity, and Inclusion (ADI) Coordinator
- Partnerships with the following organizations:

- Newfoundland and Labrador Health Services
- The Mount Pearl-Paradise Chamber of Commerce
- Royal Newfoundland Constabulary
- Mount Pearl Seniors Independence Group
- Department of Justice and Public Safety

- Citizens' Crime Prevention Association
