Planning decisions made today help shape how Mount Pearl grows in the future.
The City of Mount Pearl is inviting public feedback on the proposed St. John's Urban Region Regional Plan Amendment No. 110, 2025.
The amendment would update the Future Land Use Map in the Regional Plan to reflect changes being considered through the City's ongoing Municipal Plan and Development Regulations Review (2026–2036).
Residents are encouraged to review the proposed changes and share their feedback before the public consultation period closes. The proposed amendment can be viewed here or downloaded from the Documents section.
What is being proposed?
The amendment would update the Regional Plan's Future Land Use Map within Mount Pearl in several key areas:

The T'Railway Provincial Park Corridor

Public open space designations

Industrial lands

Housing opportunities

Restricted development areas
This is a map-only amendment. There are no proposed changes to the plan's written text.
Share Your Feedback
Under the Urban and Rural Planning Act, 2000, the City is inviting comments from residents, property owners, community stakeholders, and municipalities within the St. John's Urban Region Regional Planning Area.
All submissions received during the consultation period will be forwarded to the Province's Land Use Planning Division and will form part of the public record as part of the review process.

How We Got Here
More than 1,700 residents participated in surveys, public open houses, town halls, and other engagement activities as part of the Municipal Plan and Development Regulations Review.
Their feedback helped shape the draft Municipal Plan, Development Regulations, and Land Use Map, which are currently under provincial review. The proposed Regional Plan Amendment supports and aligns with those documents.
