Call for Expressions of Interest
As part of the City of Mount Pearl's continued commitment to creating inclusive and future-ready neighbourhoods, the property located on Larsen Street and Mount Carson Avenue has been identified for development. This initiative supports our long-term strategic plan and aligns with the goals outlined in the City's upcoming Municipal Plan, which emphasizes smart densification and a greater variety of housing options to meet the evolving needs of residents.
The City is pleased to announce it will be accepting Expressions of Interest for the sale and development of the 2.6 acres of land on the corner of Mount Carson Avenue and Larsen Street for a high-density housing development focused on Assisted Living-Residential Personal Care Home-Non-Market Housing, addressing a critical need within the region for seniors living.
This location, just south of Masonic Drive, presents an unparalleled opportunity for a developer to create a high-impact project that not only enhances the City's urban landscape, but provides lasting community benefits. For the City, this means advancing housing goals and supporting thoughtful, sustainable urban growth. For the successful proponent, it offers the chance to deliver a flagship project that will generate long-term value and recognition.
In addition, proceeds from the sale of City-owned land will be applied towards the cost of developing the adjacent public Open Space (which will remain Open Space) to the west of the subject property for a future park and/or recreation space, which can be enjoyed by residents and visitors alike.
Preference will be given to proposals that:
- Maximize site potential with over 100 units
- Include a Non-Market Housing Component, such as Assisted Living or a Residential Personal Care Home
- Demonstrate strong design, accessibility, and community integration.
- Integration and shared access to a future park and/or recreation space in the remaining Open Space west of the site.
This project represents a unique partnership opportunity between Junction Development Ltd. and the City of Mount Pearl, who are working together to offer a prime development site. The combined parcels, 103-115 Mount Carson Avenue and 27 Larsen Street, create a 2.6 acre site ideally position for a landmark residential development.
