Construction on Jackman Drive
IMPORTANT UPDATES
The power disruptions previously scheduled for Wednesday, Thursday, and Friday, May 13-15, 2026, have been postponed due to a revised construction schedule.
The work will now take place next week at 49-77 and 56-64 Jackman Drive, with updated timing details to be provided once confirmed.
Driveway access will be impacted at these addresses during construction activities starting May 13, 2026, and through to the end of the work planned for next week, including the weekend. Residents are asked to park vehicles off-site while work is underway.
Driveway access will not be available for residents at 37–43 and 44–52 Jackman Drive from Tuesday, May 19 through Friday, May 22, 2026. Residents are asked to park their vehicles off-site during this time.

Asphalt Replacement and Infrastructure Upgrades
Construction on a section of Barbour Drive is set to begin on Monday, April 13, 2026. Work in the area will continue on Jackman Drive in the following weeks which is expected to continue until the end of September. This work will result in detours, possible traffic delays, and occasional disruptions to power and water services.
HOW DOES THIS AFFECT BARBOUR DRIVE?
Barbour Drive, from Richard Nolan Drive to Burgess Avenue, will be closed to traffic from Saturday, May 2, 2026 to end of day Tuesday, May 5, 2026 for watermain work. There will be no disruption to water services for residences on Barbour Drive during this time.
The pedestrian path/easement next to the commercial complex between Jackman Drive and Barbour Drive (Needs) will be closed for approximately one month.
WHAT TO EXPECT ON JACKMAN DRIVE
- Jackman Drive, from Newtown Elementary to the entrance nearest to Ash Place, will be open to local access traffic only starting in late April/early May.
- Full replacement of the asphalt and sidewalk
- Upgrades to City underground infrastructure
- Replacement of Newfoundland Power underground assets
IMPORTANT NOTICE:
We’ve heard your concerns about the placement of poles for the temporary overhead power line along Jackman Drive. While these poles are currently positioned in line with the existing sidewalk, this is only a short-term measure to support critical infrastructure upgrades. The final design will relocate the sidewalk in front of the poles, next to the curb line, and in the meantime a temporary asphalt walkway will be installed to ensure safe pedestrian access. Thank you for your patience as we complete this work.
Project Overview
Starting in 2025, construction work will begin on Jackman Drive to upgrade the road and underground utilities utilities. This includes replacing the asphalt, installing new sidewalks, and improving the underground water, sanitary, and storm systems.
This project will improve the stormwater system's capacity to withstand more frequent and intense weather conditions, improve accessibility with new curbs, ramps, and sidewalks, and upgrade the street with new asphalt.
Project Timeline
The project will start in late summer 2025 and end in early 2027 with multiple construction phases. The phasing timeline will be updated as construction progresses. Residents directly affected by construction work will be notified in advance.
Newfoundland Power will be on site starting Monday, August 18, 2025.
Work Schedule
Work will take place during the day. The contractor is permitted to work within the hours specified in the City’s Noise Bylaw (7:00 am to 11:00 pm). Daily schedules may vary depending on weather conditions.
What Residents can Expect During Construction
Temporary Overhead Power Line
To allow City staff to safely complete upgrades to water and sewer infrastructure, a temporary overhead power line will be constructed to service residents. In some instances, engineering and construction crews may need to access electrical infrastructure via your property. Planned power outages will be necessary as part of this project. If an outage is planned in your area, Newfoundland Power will notify you in advance.

There may be traffic detours around construction zones. The City will share detour plans as soon as they become available.
