What We Heard
After hearing from our community, we are excited to share the results of the recent Community Survey. We received an overwhelming response from residents, and your feedback has played a crucial role in shaping the updated Municipal Plan.
This renewed plan will serve as a blueprint for Mount Pearl's future growth and development, enabling the City to be proactive and adaptable. With these new strategies, our residents and businesses will have the resources to keep our community vibrant, resilient, and sustainable for generations to come.
In December, you’ll have the opportunity to review and engage with the proposed updates to the Municipal Plan and the Integrated Transportation/Mobility Plan.

Highlights
The Plan the Pearl Community Survey was conducted in June 2024, both online and as a paper survey delivered to all households in Mount Pearl.
A total of 1,755 surveys were completed, and we are excited to share some key highlights of your feedback!

With your priorities in mind, we are reworking our development regulations—creating a roadmap that embraces innovative housing and business opportunities while incorporating transportation needs.

Quick facts
- Travel preferences: For work, respondents were heavily vehicle-oriented (>75%). For recreation travel, mostly during summer, "Walk/Roll" and "Cycle" ranked highest.
- Respondents were not willing to shift from personal vehicles to other transportation modes.
- The biggest transportation priorities over the next five years were: "Close to day-to-day needs—grocery stores, restaurants, facilities, medical, etc." followed by "Easy access to major roadways" and "Access to parks and trails."
- Most respondents who were working did not have flexible work arrangements that would allow them to avoid traveling during the busiest weekday traffic hours.
- The most important factors when choosing how to travel were "Convenience" and "Travel time."
- The reasons respondents did not regularly walk, bike, or roll were "Feeling unsafe at night" and "It's more efficient to use a vehicle."
- Reasons for not using public transit included "Preferring to drive my own vehicle" and "Inconvenient schedule."
- The most difficult time to travel through Mount Pearl is during weekday peak hours, though traffic congestion only moderately affects driving habits. The streets identified as having the most congestion were Commonwealth, Park Avenue, and Mount Carson.
- Most respondents did not have trouble finding parking when needed.
- Most respondents did not feel uncomfortable about larger trucks regularly traveling or loading/unloading on city roadways.

We are embarking on a journey to renew our Municipal Plan and develop a new Integrated Transportation/Mobility Plan. While the term “Municipal Plan” may not sound thrilling, it’s actually one of our most crucial documents.
A new Municipal Plan will guide us forward into the next decade and serve as a blueprint for our city's growth and development. We are re-creating our development regulations – regulations that will become the roadmap for embracing innovative housing and business opportunities, and incorporate transportation needs. We’re going to look at things like:
- Innovative zoning for higher densities, infill development, and re-development
- Public transit needs
- Public parking requirements
- Changing restrictions on height, setbacks, and building floor areas
Over the coming months, there will be opportunities for you to get involved and give us your insight. By staying proactive and adaptive, we can ensure that our community remains vibrant, resilient, and sustainable for generations to come.
