Civic #912–928 Blackmarsh Road Proposed Residential Development
The property at 912–928 Blackmarsh Road is being considered for redesignation and rezoning to support a proposed new residential development.
At the March 10, 2026 Regular Meeting, City Council adopted Mount Pearl Municipal Plan 2010 Amendment No. 27, 2024 and Development Regulations 2010 Amendment No. 75, 2024.
These amendments propose to redesignate land at 912–928 Blackmarsh Road from Mixed Use to Residential, and to rezone the area from Commercial Mixed Use to Apartment Use. The purpose of the redesignation and rezoning is to accommodate an application for a residential development containing 51 rowhouse units, comprised of 9 quadplex units and 5 triplex units.
A Public Hearing to consider objections and representations on these amendments will be held:

Anyone wishing to attend the Public Hearing and/or provide feedback shall submit two (2) copies of a signed written statement outlining the objection or representation by noon on Tuesday, April 7, 2026.

Written responses will form part of the public record. If you do not wish your name attributed to your statement, please advise the City.
Should no feedback be received by the deadline of April 7, 2026, the Public Hearing will be cancelled and a notice posted to the municipal website.
The adopted Municipal Plan and Development Regulations amendments may be inspected during normal business hours at front reception at Mount Pearl City Hall, 3 Centennial Street, Mount Pearl, Newfoundland and Labrador.
